Basically, I’m asking the customer if they have online banking then asking them if they would like to register for online banking? if there a best practice way to illustrate this on a process flow?

yes, you can have a sequence flow from one gateway to another gateway according to the BPMN Spec.
However, you probably want user tasks in between so you have a way to get user input.
