This issue has just started with one of my BPMN diagrams.
When I go to move an element on the page is just returns to where it started.
This may happen in the rare case of an error in the underlying toolkit.
Checkout the developer console (F12 in modern browsers) and see if there are errors printed.

I sometimes overload Chrome with too many tabs.
By closing and a reboot the problem disappeared
